CITIZENS' CHARTER
Respected Citizens,
Under Section 272-A of the Panchayat Raj Act, 1994, which came into force through the 73rd and 74th Amendments of the Indian Constitution, it is mandated to publish a Citizens' Charter detailing the services provided by the Grama Panchayat to the public. In light of this, the Kerala Panchayat Raj (Preparation of Citizens' Charter) Rules, 2004 came into force on May 17, 2004. Accordingly, a Citizens' Charter must be published detailing the services that can be provided in a time-bound manner to the citizens residing in this Grama Panchayat area, the conditions a citizen must fulfill to obtain such services, the terms to which these services are subject, and the specified timeframes for service delivery.
Formulated with the objective of implementing good governance and delivering services of international quality standards to the public, this Citizens' Charter was approved by the Panchayat Committee as per Decision No. 22 on June 29, 2026. Updated periodically, it is hereby presented to the public with effect from July 1, 2026.
The Citizens' Charter is an official document approved and published by the governing body, outlining the services offered to both residents and non-residents of Tarur Grama Panchayat, along with the conditions to be met and the time limits for receiving them. Every individual needs to interact with local self-government institutions from birth to death. Even in today's world, where distances between nations are shrinking continuously and knowledge is available at our fingertips, it remains a reality that delays in receiving benefits or certificates occur—and some people face exploitation—simply due to a lack of awareness about administrative procedures.
In a fast-paced life adapted to changing times, we must be careful not to let anyone take advantage of our ignorance. In a democracy, every citizen has the right and power to know all information concerning public life. Laws enacted for administration and justice are updated with timely amendments as needed. The most notable hallmark of modern civilization is legal protection; individuals today enjoy all necessary protections because laws are revised to keep up with the times. When administrative duties fail and deny justice to ordinary citizens, what we need is the presence of compassionate leadership. Vigilance against the denial of justice must evolve into a growth that liberalizes society. The right to know is the result of a constant effort to measure the depth of the laws we have created for ourselves.
Knowing the conditions we must fulfill to receive a service helps us obtain it in a timely manner, while also empowering us to raise our voice if it is not delivered within the stipulated timeframe. Tarur Grama Panchayat hereby presents this Citizens' Charter to its residents.
